Mr. Lathers manages the overall operation of BRG’s professional services. He has over 40 years of professional experience preparing public documentation in compliance with the CEQA and NEPA and the attendant regulations. Mr. Lathers has prepared environmental documents addressing a wide variety of issues for public works, master plans and redevelopment plans, and private development projects. He has established BRG’s prominence in the provision of environmental review and permit-related services for solid waste management facilities and rail. In addition to preparing environmental documentation, Mr. Lathers supervises BRG’s extensive services in state and federal regulatory permitting.
Public participation is an important part of CEQA and NEPA compliance, and Mr. Lathers has prepared, facilitated, and acted as lead agency staff for numerous public participation programs. His experience includes providing public presentations at workshops and hearings, leading focus groups, and briefing elected officials and stakeholders.
